BSNL Landline Billing After Disconnection

I requested to disconnect my landline as well as broadband connection in December 2015 by paying all my dues of 4568. BSNL personnel told me that they will deduct landline disconnection charges and pay the remaining security. They had 2995 as security with them. However, they have again billed me for the month of january and february 2016 even though they disconnected my services. They have billed me 2400 so that they don’t have to pay my security. I request you to kindly take action against them so that they refund my complete security.
