Citi Bank – DeductedTwiceAndNotRefunded

I brought food from Kailash Parbat merchandise from Phoenix Market City, Chennai on 28-Sep-13. Due to some network issue first swipe was not honored by the bank so I have to swiped it second time to make the payment. Now the merchant has said he didn’t claimed the amount from the bank twice, whereas Citibank has debited the amount twice. On proactively monitoring my account I asked Citibank to refund one transaction. Now bank is telling that they can credit the provisional amount to the account but I have to go for some manual process of pdf print, form filling and courier to Chennai Office. (and Bank is not accepting anything online for this) Given that the amount is just of Rs 342, I have no plan to spend this much time and bank seems to be playing its cards on the same.
