Agrmnt. & POA.[notirised; not stamped-reg.] in 1990.Has 12 RESI.+4 COMM. units. 2units given free to the land lord.remainning units sold to others .possession given in 1993. buyers of units have only AGRMNT. for SALE-stamped-Registered.but dont have SALE AGRMNT. since last 16 yrs. the Developer failed to initiate process of society /apartment association formation/registration. Rejected our REG/A.D. sent recently. IS it possible to initiate proceedings in consumer forum [time limit]? kindly advise otherwise. Thanks.
