Ebay.com – Seller not Disptaching, nor Refund

I placed order (Order ID: 271616130208-1372693751017) for IFB washing machine (Item ID 271616130208)on 23rd Oct 2014 and paied 23,597.00 (PaisaPay ID:37695035369) from the seller gizmoforest but seller has not shipped yet (4th Nov) and not giving any update. An auto-refund was initiated by PaisaPay on 30th Oct as the seller did not ship by deadline, but on 1st Nov, seller appealed to put the Refund process on hold. Since then everyday I am sending mails to seller asking for status of shipment and my refund, but seller is not responding properly. Since 31st Oct till now seller is saying that they are ‘trying to ship’. I have raised my concern in eBay Guarantee Claim ID: 729216 and also escalated the matter to eBay customer care (escalation number-1-37962677XXX ) but no help. The seller is unavailable in the given contact number, the only mode of communication is e-mail to which they do not respond.

I want my order cancelled and refund of Rs 23,597.00 as soon as possible
