Ebay Shopping – Received Defective Product

I ordered for a Full Housing of Blackberry Bold 9700 from Ebay. The Housing i received was defected so i asked for the Refund. Instead of refund, EBAY COSTUMER CARE EXECUTIVE asked to give 110% value worth voucher. I was told that i will receive the voucher within a week. But I have not received it till date. I tried to contact again and again but Ebay costumer care is too busy to hear from the Costumers. Later EBAY COSTUMER CARE EXECUTIVE asked for 1 more day but nothing Happened for a week. Then again i called and again they said the same thing and again i didnt got any Response.I didnt expected this from Ebay. Shameful!! Please help Me. I request for the Refund of the total Amount. Not the Voucher.
