Fraud Retail Stores Outside Vashisht Temple, Manali

I am Dr. Chinmay P. Shah frim Gujarat. Me and my wife had visited Manali last month. We visited Vashisht Temple there on 29/07/2016. After visiting, a vendor from the above mentioned shop guided us to their shop and showed us some of their products. They were selling them in the name of Sparu. They also offered us 6 free gifts along with the main product. They also had refund policy in which we get 90% of the originally paid money after 21 months on returning the main product and the free gifts were for us to keep. We thought it to be a good deal and purchased the products after giving full payment of Rs 14200 (Rs 11200 by credit card and 3000 by cash) – Bill number 1848. They promised that the products will be shipped to us within one week. After returning from there, we read online reviews and found out that all these vendors were running this fraud business and selling cheap products and do not send good quality products which were shown to us in the shop. Hence we immediately contacted the seller on phone and cancelled our order and requested for full refund. Initially he agreed and stopped the shipment of parcel. He asked us to wait for a few days for refund. But after that, he switched off his phone and was not contactable. Somehow I managed to contact him on Whatsapp but still he is reluctant to give the money. I threatened him many times that consumer court case will happen and he will have to pay more. But still he is reluctant amd finds out new excuses everyday. We also raised the concern to HDFC credit card division to consider transaction to HEENA ENTERPRISES MANALI as disputed transaction. The seller also does not provide cancellation slip which would be helpful for refund by credit cards division. Hence we are submitting this request via proper channel for refund of our paid money alongwith consequent charges as mentioned below.

The whole incident has caused a lot of emotional and financial disturbances to us. We feel everyday that we are being cheated and there is nobody to help us. Also a lot of time is wasted for communication with the seller via Whatsapp and trying to get the call connected. Economical damage is in the form of decreased efficiency in handling our daily professional work.
