HPCL – misuse of subsidy gas cylinder

I, N. Lalitha having domestic LP Gas connection (14.2 Kg) with M/s HP Gas – Consumer No. 011059 and my gas cylinder being provided by M/s NVR & Sons, NCS Road, Vizianagaram – Andhra Pradesh. During this period (year 2013), I have booked a cumulative qty: 04 cylinders under subsidy. At the time of delivery, the boy used to bring the bill and instantly payments were made; the delivery boy makes an entry of delivery date in the consumer book and signature on it. The delivery details are mentioned below as per the consumer book: Sl. No. Booked on Delivered on 1 08 Jun 2013 10 Jun 2013 2 18 Jul 2013 20 Jul 2013 3 02 Sep 2013 05 Sep 2013 4 28 Oct 2013 31 Oct 2013 On 27 Dec 2013, again I have booked for 5th cylinder under subsidy. At the time of delivery, the boy said that this is my 10th cylinder during this year and does not come under subsidy and taken an amount of Rs. 1,080.00. I was astonished by hearing this and went to the distributor to notify the discrepancy on this. To my surprise, I was informed my consumption of all qty: 09 cylinders and also he has provided the following details: Sl. No.As per Distributor As per Consumer book 1 06 May 2013 2 10 Jun 2013 (1) 10 Jun 2013 3 20 Jul 2013 (2) 20 Jul 2013 4 07 Aug 2013 5 05 Sep 2013 (3) 05 Sep 2013 6 12 Oct 2013 7 18 Oct 2013 8 28 Oct 2013 (4) 31 Oct 2013 9 19 Dec 2013 In this case, one can observe that without my knowledge, my consumer was being used (for qty: 05 No’s) by the distributor and subsidy gas cylinders were consumed. The distributor and the staff are the main culprits because once the cylinder has been booked against my Consumer No. the gas cylinder has to be delivered to my home only; but in this case without my involvement all my cylinders were booked and also delivered as per the distributor’s data. In the above table, you can very well observe that in October 2013 month distributor has shown that I have consumed Qty: 03 No’s (12, 18 & 28 Oct 2013) cylinders but actually I have consumed only Qty: 01 No’s (31 Oct 2013) cylinder. We are only two people (my husband and me) staying home and consumption of three cylinders in a month is highly unlikely. One more thing, earlier distributor used to say that there should be at least 21 calendar days gap between cylinder to cylinder bookings and also stresses that software does not accept booking within 21 days. For the above, it can be concluded that bookings are done at the distributors will and also misuse of the subsidy gas cylinders without the notice of the consumer. Even though I am having subsidy on gas cylinders for qty: 09 No’s, I was paid unsubsidised / full amount for my 5th cylinder, this is due to improper control by the distributor. On complaint to the distributor, we were informed that all the qty: 09 No’s cylinders were booked by me and at this point of time nothing can be done rather than paying unsubsidised / full amount for my 5th cylinder. In the month of December 2013 I’m facing this problem and still 3 months ahead to get subsidized cylinders. Being an old aged woman, I urge you to look into this matter and help people to prevent suffering like me with this improper control of subsidized cylinders by M/s NVR & Sons and their staff respectively and provide refund amount for my 5th cyl as i paid full amount of Rs.1080 even though it comes under subsidy
