IRCTC – no service customer care

i filed a tdr for pnr no: 8438576954 for which we had three passengers tickets. only one person was confirmed. and another one who was waitlisted traveled with me. the third one that is sr. no.2 could not travel as she was wait listed. i collected certificate from the tte for her not travelling with me. i reached to my destination on 3rd nov 2013 and filed tdr on 5th nov 2013 (within 72 hours as per latest rule). i also sent the original certificate through speed post to ggm .the soft copy is again attached. but it is very unfortunate that they have regretted my case which a unnessary loss for me. i have sent several emails to the customer care and phoned them. i have not received any satisfactory answer it is very unfortunate dealing on the the part of the railway. can anybody kindly help me ?

please arrange the ticket which is not availed. i am being cheated
