IRCTC Non receipt of REFUND against CANCELLED Train

I booked my train journey ticket through IRCTC to undertake a journey from THANE to NAGPUR on 20JUN2015.The train was cancelled from CSTM due to rain and track water logging. I applied for refund but not received so far. The details of booking are furnished below: 1. T rain No. 12139 SEWAGRAM EXPRESS 2. Date of journey:20th.JUN 2015 3. Boarding Station: THANE(TNA) up to NAGPUR(NGP) 4. PNR:8135841731 5. TDR filed on 21st.JUN 2015 Reason: “TRAIN CANCELLED” 6. TDR status: Remark from IRCTC “TDR Repudiate” *On 19th and 20th JUNE many trains were cancelled or short terminated due to heavy rain. In line with the same, Train No 12139, SEWAGRAM EXPRESS, in which I had booked my TKT was “CANCELLED” and duly announced at THANE station at about 1530 Hrs. hence the journey could not be commenced . I had to return back. The concerned “ENQUARY counter” staff at Thane station informed that the REFUND of my E-ticket would be credited to my bank account under which the ticket was booked. Due to heavy rain and water logging, there was disruption of road traffic; hence I could reach my residence back at late evening. The TDR was filed on the following morning. On my request for REFUND, against the TDR file for the ticket, the TDR status was shown as; “TDR REPUDIATE”. I, naturally, disagreed on the “TDR REPUDIATE” remark by IRCTC and started writing mails to IRCTC either at< care@irctc.co.in> or at repeatedly.

Against my appeals, I received following two types of replies from IRCTC: (1) Computer generated reply giving a complaint No. (2) Replies by the Executives, stating: “TRAIN NOT CANCELLED” hence “TDR REPUDIATE”. While, replying my mails and making comments, no executive has cared to understand that the train No 12139, on that day, started from LASALGAON and not from CSTM, hence boarding the train at THANE was not possible. Trains cancelled: 12290 Nagpur-CST Duranto Express JCO 20.6.2015;12169 Pune-Solapur Intercity Express JCO 20.6.2015 12170 Solapur-Pune Intercity Express JCO 20.6.2015;17617 CST-Hazur Sahib Nanded Tapovan Express JCO 21.6.2015; Trains rescheduled on June 20 22629 Dadar-Tirunelveli Express JCO 19.6.2015 at 1030 hrs ;12163 Dadar-Chennai Egmore Express JCO 19.6.2015 at 1230 hrs;15017 LTT-Gorakhpur Express via Allahabad JCO 20.6.2015 at 1055 hrs ;10103 CST-Madgaon Mandovi Express JCO 20.6.2015 at 1015 hrs;12859 CST-Howrah Gitanjali Express JCO 20.6.2015 at 1330 hrs ;15645 LTT-Guwahati Express JCO 20.6.2015 at 1640 hrs## Proof 2: ##Saturday, 20 June 2015 – 10:25pm IST | Place: Mumbai/ Thiruvananthapuram | Agency: PTI The Central Railway had to cancel some long-distance trains for the second consecutive day, as the trains halted at various stations could not reach CST and LTT stations here. “Our suburban services were running as per Sunday schedule without delay as there was no water logging on the tracks,” said AK Singh, its PRO, adding it may take a day or two to streamline the operations. A CR statement said that 19 long-distance trains were cancelled and 11 rescheduled. **12140 Nagpur-CST Sewagram Express was terminated at Lasalgaon and will run as 12139 CST-Nagpur Sewagram Express from Lasalgaon.** 17058 Secunderabad-CST Devgiri Express was terminated at Goti and will run as 17057 CST-Secunderabad Devgiri Express from Devlali. 12106 Gondia-CST Vidarbha Express was terminated at Nasik Road and will run as 12105 CST-Gondia Vidarbha Express from Nasik Road. 12290 Nagpur-CST Duranto Express, 12169 Pune- Solapur Intercity Express, 12170 Solapur-Pune Intercity Express and 17617 CST-Hazur Sahib Nanded Tapovan Express were cancelled. CR has set up a passenger helpline on 022-22624983. Both CR and WR have cancelled their weekly mega-blocks (cancellation for track repairs) on Sunday. Southern Railways today announced the rescheduling of two of it trains to Mumbai. Tr. No.12202,Kochuveli- Lokmanyatilak Garibrath express scheduled to leave Kochuveli at 08.50 hrs tomorrow is rescheduled to start at 15.00 hrs on same day due to late running of incoming train from Mumbai, a railway press release said. Tr. No.16346, Thiruvananthapuram Central- Lokmanyatilak- Netravati express, scheduled to leave Thiruvananthapuram Central at 09.50 hrs tomorrow has been rescheduled to start at 13.30 hrs on same day due to late running of incoming train from Mumbai. From the above press releases, it is clear that (1) the train No. 12139 was cancelled from CSTM till Nasik and operated from LASALGAON. And (2) Boarding the train at Thane was not possible. In view of above facts, there is no valid reason to hold my refund claim and therefore, the claim may be settled immediately. However, even after this if concerned authorities state “TRAIN NOT CANCELLED” the above Press Releases may be repudiate by the authority concerned. Regards Dilip Banerjee
