IRCTC – TDR Filed but not refunding money

I Booked One Online train ticket from IRCTC for the journey of 28/4/2012. But Due to some reason he was unable to travel on same day. That is why myself filed TDR on 28/4/2012. I didn’t received any refund for a long time that is why I e-mail in its customer care several time that time they reply me it is in process. On 2nd July 2013 they are replying it was regretted. If it is regretted That means passenger traveled on that day and I am trying to make a fraud clamming from Indian Railways. If IRCTC is right then they have to file FIR against me or if they are trying to cheat customer like us then they have to pay for it. Find the attached file for ticket details.
