IRCTC – Technical error tickets not confirmed refund delay

On the 3rd of May 2015 we were returning from Jodhpur to Delhi vide PNR Number 2847543285 train 12462 / MANDOR EXPRESS booked through IRCTC. There were 3 passengers traveling on this tkt. I first got a message saying we have got confirmed seats in AC2 tier and then within 45 min I got another message saying it was a technical error and now we have one RAC and two Wait listed seats. I was stuck at the jodhpur station and had no means to reach back home to delhi. I somehow filed a TDR request through my phone on roaming for the RAC tkt, believing that the WL tickets will be, automatically refunded. The inquiry desk told us that it had to be done within 2 hrs, however for online reservations 72hrs from the time of arrival of the train are mentioned as the rule.The website was taking a very long time and etkts TDR can only be filed through internet. I did not check all three pax ticket because i thought only RAC tkt needs to be put for TDR and the WL tickets will be refunded automatically. there is no information on the website which states that in such cases select all the pax travelling on the ticket whether confirmed or WL. After submission I wrote a mail to the ticket admin too stating to refund the full amount as we were not travelling on the train. I got the refund for the RAC, but my WL tickets were not refunded automatically. I was not aware that TDR has to be filed for all the pax on the tkt however I wrote a mail for full refund within the given time frame. The TDR was filed for a PNR and not a single passenger, the confirmation email from the IRCTC also states they

I want the difference of my ticket value to be refunded back to me 2759/- for the two waitlisted tickets. I would also request the railways to reconsider the TDR filing timeframes. If a passenger has not got confirmed seats or RAC seats should he really spend the next 2hrs standing in line getting refunds or try and arrange alternate means of travel for self and family. Imagine the stress you are creating to refund for a service you did not provide in the first place.
