Mangalam Grama Panchayath – No Drinking Water

On 30/9/2004 we (3 members) had paid Rs 3060/- (three thousand and sixty only) to the Mangalam Grama Panchayath (vellathol smaraka potable drinking water project ) (1) Syed Mohamed (2) Syed Ali (3) MK Mohamed. 11 years have passed, we had met MLA and the Panchayath President several times at last MK Mohamed submitted in writing to the Panchayath on 27/10/2014 asking the details in “The Right to information Act’ (RTI) , we have received reply from the Panchayath Secretary stating that as we have failed/not possible to implement the drinking water project therefore to approach the two committee members to get the refund (1) VV Vishwanathan (2) KT Hamsu. When we approached, we got the reply like this, what about the other members who have paid money to the Panchayath 11 years ago. Is the reply given to us is acceptable ?? after 11 years, giving refund and that to not by the Panchayath, they have asked us to approach whom we dont know, they are third parties and not in the Panchayath or the Panchayath members. Therefore, we humbly request the honourable consumer court to take necessary action as required against the Panchayath and ask them to make arrangements for us to provide pipe line of drinking water or to pay penalty for not keeping up the promise. We have the receipt nos 245/246/247 dated 30/9/2014 for the cash paid. letter of the copy given to MLA & Panchayath President of Mangalam Panchayath, (Tirur Taluk) Malappuram District , Kerala.
