MTNL – incorrect billing still getting harassed by the on going issue

Irequested a new nimber connection from Mtnl in Nov13, in the lieu they allotted a vip number for which I never generated any requested. The next billing cycle includes the vip num charges of rs3000/-. When I called to customer care, they suggested me to submit a application for changing the number.I did the same. And after 2 months of several visit to there different officers my number get changed.please be joted they had initially alloted me the num 011 25330303 (vip) which now has been changed to 011 25330018. However, the services has not yet resumed due to non payment of the vip number. My query is why should I need to pay the 3000 for which I never asked for. Also, the services are not resumed however I need to pay the monthly rentals. I visited several time to MTNl office, I always sending me one to other departments. My time is precious; the same way of the time of the service provider. But still getting harassed by the on going issue. Filling a complaint here, is the last hope I left. 1. Settlememt of the invalid billings. 2. Atleast 1000/- of my petrol expenses.
