MTS DATA CARD MBLAZE ULTRA Speed Problems

I have purchased new MTS DATA CARD MBLAZE ULTRA @ Rs 1499/-with a data plan of 999(40 GB UL) at 3 G plus speed upto 9.8 Mbps as committed by the company.When I used the data card the speed I got was between 1-2 Mbps only as compared to 9.8 Mbps.I raised my complaint to MTS customer care bearing no APR/17805 on 05/04/14.After contacting 5-7 times they sent a technician who even did not know about this plan but he performed the speed test of my data card which was around 1.3 Mbps.He took the screen shot of this test and assured me to submit this to his higher officials.In the mean time I addressed my complaint to their nodal officer with 2-3 reminder but he never responded .On 21st i received a sms quoting “your complain no 17805 regarding speed issue has been resolved.I then addressed my complaint to appellate authority on 24/04/14 in prescribed formate .I received his reply on the same day with the same solution which I got from customer care.Their appellate authority is backing them with the reply that you are getting a decent speed of more than 1 Mbps and we can not provide you more than this speed.I am attaching all the supporting document that how MTS is cheating the customer by offering up to 9.8 Mbps speed but in fact they are not able to provide half of this speed.

They should provide me the speed for which they are charging me otherwise my data card cost should be refunded with no monthly rent along with Rs 5000/- as compensation for playing with customer’s feelings.
