MTS MBlaze has No Network Coverage

I had purchased a MTS Mblaze data card on 24th of December 2014. The connection as activated on 29th December 2014. Since then there is no sufficient tower coverage in the datacard. So I had requested a cash Back on 4th of Jan 2015, ref No: 4556279. There was a subsequent request to terminate the connection on 8th Jan 2015. The service provider has failed to terminate the connection and also has sent a bill amount of 589INR which they claim that should be pain, but I have never used the connection because of the coverage issue and it never got connected.

I want the bill amount generated for December 2014 to January 2015 t be waived and want a refund for the datacard which I purchased for Rs 1200.
