Mumbai Thane Developer not Giving Possession of Flat

I booked a 2 BHK flat in year May 2010,possession date agreed by developer was March 2012.but as on current date i have not received the possession of my flat. Developer is giving inappropriate reasons for the delay. There is penalty clause in the agreement for delay in possession but Developer is reluctant on that.i have asked for the option of sale of property for which again developer is demanding the transfer charges approx. 5 to 6 lakh.I have made correspondence so many times but not received any positive feedback except the revised possession dates.The latest possession date committed by developer was March 2015 which i don’t think will get the possession reasons for that are as follows. 1)Internal flat wiring, Plubming fixture fitting,door fittings not yet started. 2) Out of 2 lifts only 1 lift material received any work for said is in progress. 3) Terrace services like (Solar Water heater) systems yet not installed. 4) External area work is still pending 5) Lobby area work ( tile work,electrical work) still pending. 6) Intercom,CCTV work still not completed. Like that there are many more activities which are pending. The project comprising of total 6 Wings of 16 Story building with 4 flat per floor. All the above activities are pending in all six wings.

I want the compensation from the developer for the delay which has happened just because of the delay from the developer end. i want relaxation from the developer to sale my property without any charges to be paid to developer.
