NCDRC – did not respond even my single e-mail.

Sirs, I had filed a complaint against a travel agency, namely M/s. Anuga Holidays, Malviya Nagar, New Delhi, with the District Consumer Disputes Redressal Forum-II, Chandigarh in the year 2010. The Consumer Forum, Chandigarh concluded the case in March, 2011 taking majority view against me while one of the Hon’ble Members took favourable view in the matter. Aggrieved by the decision, I approached State Consumer Disputes Redressal Commission, U.T., Chandigarh. The State Commission decided the case in August, 2011 in my favour. When the OPs did not comply with the order of the State Commission, I filed execution petition in Feb., 2012 with the District Consumer Disputes Redressal Forum-II, Chandigarh. After a lot of persuasion, the OPs complied the order and the case was closed on 20.09.2013. I came to know from a mention in the final order dated 20.09.2013, referred to above, that in the meantime, the OPs had approached the National Consumer Disputes Redressal Commission (NCDRC), New Delhi against the decision of State Commission, Chandigarh. On checking the website of the National Commission, New Delhi on the internet, I found that after hearing the petitioner twice, the NCDRC, New Delhi decided the case on 02/09/2013 on third hearing. While dismissing the petition(No. RP/1587/2013) the NCDRC, New Delhi in its final order also awarded payment of additional costs amounting to Rs.10,000/- to the respondents (the undersigned). I took up the matter with the NCDRC, New Delhi via e-mails requesting them to provide me a certified copy of the final order as provided under the rules. I have sent six e-mails to the NCDRC, New Delhi since 27th Sept., 2013 in the matter but to no avail and the Commission Office did not respond even my single e-mail. I also talked to them over telephone No. 011-24608786 and the person on the desk replied that since I did not receive any notice from NCDRC, New Delhi during the course of hearings in the case, certified copy of the final order shall not be provided to me. While it is clearly mentioned in the last paragraph of the final order dated 02/09/2013 of NCDRC, New Delhi itself that “copies be sent to both the parties as per law” and, on the other hand, I could not find anything in the law restricting consumer rights to receive copy of final order under such a situation. I am enclosing copies of my e-mails in the annexed file for your ready reference with the request to please guide me as to which authority should I approach for receiving the certified copy of final order since the stipulated period for payment of award money as mentioned in the final order of NCDRC, New Delhi has passed and for getting the order implemented I need the certified copy of the order for filing an execution petition in this regard.
