PayTm – Merchant doesn’t delivers order

I placed an order through PayTm website for Tupperware rice keeper. I didn’t receive my product. For that I escalated the issue to the customer care people. They said they will get back to me in 48 hours. But no one get back to me with result. For that I raised another ticket to escalate the same. Still no result. Today I got a message from them by saying that we are cancelling your order due to merchant unavailability. And in another 7- 10 days my money will be credited to my account. How can they say like that? If merchant doesn’t delivers the order who is customer responsible? If merchant is unavailable then what they did for all these days? Placed order : on May 20th Expected delivery date : for metros 3 to 5 days For non Metros 5 to 7 business days Did I ask for PayTm cash? How can they simply add the money to my PayTm account. I need justification for my concern. Please let me know the procedure for getting proper result.
