PHOTO+ service – poor interent service no customer support

I am using PHOTO+ service(Wireless internet service) since 6 months. On 6th Aug’13, I lodged a complain regarding slow speed of internet and their engineer had visited the site and noted the speed <200KBPS which is equivalent to 2G network. According to company terms they are liable to provide speed from 256KBPS to 3.1MBPS for PHOTO+ device. After that I am regularly communicating with the company people but they are unable to justify their answer till today.

I want that company will waive off my full bill till they will resolve this problem because I am paying them for high bandwidth and right now they are providing me very much slow bandwidth. This problem is from company side, then why customers will suffer.
