Poor speed of broadband

I have been getting very slow download speed for last 45 days. When I contacted customer care of the said company, I was told that some upgradation is going on in the system , and it will continue till 30/11/2011.

I told the company that if you can not provide proper speed of broadband connection, while upgrading your system, they must not charge monthly rental for the period, as they have failed to provide service.

On which on repeated communication they have reduced my bill by just Rs. 220 from normal bill of 1434, I feel this is injustice as they are charging for their failuer.
