Reliance Mobile – Server issues recharge not credited

, Mohit Kumar Rai is user of pre-paid mobile no. 8287779xxx. On 14/09/2014, I recharged this number via PayTM for Rs. 2999/- for using 30 GB 3G internet data. On that date, I also had 3G internet balance of around 130 MB from my previous recharge of Rs 177/-.I was ble to use internet on 14/09/2014 after my recharge of Rs. 2999/- for which I also received confirmation message for successful recharge. However, from next onward my 3G balance is showing 0.00 MB. I tried to contact customer care service of Reliance at 198 but they told me that due to some server issues, they cannot help me and asked to call later. From next day onward, I was not allowed by their customer care at 198 to contact any customer care executive and my call got disconnected automatically. Then I tried to contact customer care service center at Patel Nagar, New Delhi. Even they also told me that due to some server issues, they cannot help me. When asked to provide me a customer complain reference/ number, they refused me to provide the same as well. As I was unable to lodge any complain to customer care center and I tried to contact Appellate Authority, Delhi at 18602002011. To my surprise, this number was always busy and every time I called this number I got the same automated message to wait for a minimum of 5 min. I never got a free line to contact Appellate Authority. I did not tried to contact the Appellate Authority repeatedly by calling on 18602002011 because they were charging me for this service. Finally I sent an email to RCOMAppellateauthority.Delhi@relianceada.com on 18.09.2014 and forwarded the same email on 22.09.2014 explaining my details of recharge and requested them resolve the problem at the earliest and requested them to provide me a Customer Complain number till I get my 3G balance data. On 23.09.2014, I received an email from RCOMAppellateauthority.Delhi@relianceada.com stating that my complaint has been registered with service request ID: 225312463 on 23/09/2014 at 05:41:36 pm and it will be resolved within 02 days from the date of compliant registered. As I did not received any response till 25.09.2014, I sent another email on 26.09.2014 and informed them that because of long delay in provided me the internet balance, I recharged my alternate mobile number for internet and requested them to refund my money. On 29.09.2014, Appellate Authority via email informed that they have taken up my issue and will get it resolved on priority. On 1.10.2014 I got an text message that my SR No. 225312463 has been processed. Later that day I found that my Mobile call balance has been increased by Rs. 2628.3236. On 3.10.2014 I got another Text message stating that Reliance has refunded my recharge amount of Rs. 2999/- by deducting service tax of 12.36%. On 2.10.2014, I sent another an email reminding them that I requested for refund of recharge of Rs. 2999/- in monetary terms and requested them to deduct the call balance provided accordingly and refund

I want Reliance to refund my money. As I used PAYTM to recharge and paid the amount through debit card, I want the refund in my Bank Account.
