IRCTC ticket was filed tdr on 18th October 2013 due to train late for more than 20 hours,as per irctc,full amount should be refundable but after 8 months i got one mail from irctc that,With Reference to your PNR No:4501929512, we regret to inform you that refund is not admissible as informed by Railways through their letter no : RF/REGRET/MAY14/09.07.20/OL/CR and the reason being : Case is returned herewith as the destination is not coming under the jurisdiction of CR as per railway board circular but as per railway this case should be transferred to either southern railway or eastern railway,still they are not responding,continuously i am doing mail but there is no effect ,even though continuously i am following up with customer care of irctc but they are also not listening. Please do some need full action.

i want my refundable money as well as the expenditure on everything
