SBI deducted from bank account applying Passport

Dear Sir, I,Amandeep Kaur want to register a complaint that while applying for the new passport online on 10th March,2017, I paid the fee but it showed status payment Failed, then after sometime I tried again but again it showed status-payment Failed. Later I received the text message from the bank that the amount had been deducted from my account in both the cases, that is, 1512.75+1512.75=3025.

I have registered complaint on customercare.00691@sbi.co.in as told by Passport helpline on same day and was told that amount would be refunded within 7 working days. Yesterday,22nd March,2017, I contacted Passport helpline again and they told me to visit my Regional passport office which in sector 34 ,chandigarh. Today,23rd March,2017,I have visited the RPO and they told me to contact any SBI branch.I did the same and there I was told to visit my Home branch i.e PNB,Sector 47 D,chandigarh. Then I called PNB helpline,though they had registered a complaint for the same but now according to them amount would be refunded within 45 working days.

But as per RBI guidelines the amount should be refunded within 7 working days,otherwise the bank has to compensate Rs100/day. From last few days I have been Harassed and none of the concerned departments have come forward to resolve my issue. Now I request you to look into this matter and take a strict action as required as soon as possible. Please find below the details required for your reference.
