Tikona Lack of service and over billing

I have taken the Tikona connection( 1106013399 ) on 19th March 2012 . The Tikona charge the bill in advance Which I have paid . Since there was problem in Service I have complained to them many times ,They could not resolve it so I have asked them to disconnect the service on 10th June ,23rd Aug by phone. and 17th Sep by mail. It was also informed that I am moving out of the premisses where the installation is done and any misuse shall be in Tikona’s Account. But repeated bill all sent . Inspite of many times asking of the Refund and closure the account the account is not closed and every month they are sending the bill with increased amount. on 19th nove they have asked me the device to be returned. But their executive did not turned up in spite of many reminders informed to Tikona on 30th Dec 2012. But till now neither they are refunding the money nor settling the account
