Vodafone Change of Data Plan – Terrible

I have applied for a change in call and data usage plan in January 2015 as I visited VODAFONE store on 14th January, situated at kalka ji new delhi . Company executive ( Mr. Himanshu) changed my call plan (Rs.349) but forgot to change my DATA PLAN to Rs.650 Unlimited which lead to my FEB. bill of Rs.4700. Vodafone people accepted their mistake and waived of rupees 2649 & since my next bill was almost due by then. At the same time VODAFONE executives of KALKA JI (Sonam/Saurabh) assured me of further rebate in my next bill ( As waiver is possible only once a month ). Now again I am in the receipt of bill of RS. 6400 for which KALKA JI store is ready to give me a waiver of RS. 2000(This is the maximum limit of VODAFONE Store).

The consequences are that the VODAFONE people stopped my INCOMING and OUTGOING without any of my fault. My question is that why should I pay a penalty when I have not made any mistake. In any case my bill should not be more than Rs.1500. Looking forward for a positive response.
