Vodafone Service Disconnection due to free GPRS usage

From last 3-4 months, I have started using GPRS services of Vodafone. They gave me some free usage for a month for fixed price. After consuming just half of the free usage my unbilled amount crossed my credit limit (fixed by Vodafone) and my services were barred although my actual bill was much more less than my credit limit. every month after using the services for 15 days or around 50% of free usage my services are getting barred. They Ask me to pay interim bill to start services. Why should I make interim payment that too 10 times my actual bill? why Vodafone offer such free usage and when i am not allowed to use that?

I am giving last month example- I had GPRS package of 2GB/month free. after using it for 15 days i consumed around 1GB and my unbilled usage reached to 9000. vodafone asked me to pay 9000 to start my usage and disconnect my services. when the actual bill generated my bill was only 409 rs. Why I should make 9000 intermediate payment when actual bill is 400rs. Why my usage got barred if had 2 GB free and only consumed 1 GB? This month also happening the same.I getting frustrated with the services. Also they ask me to request for increasing the credit limit on basis of monthly salary (i.e max credit limit will be 10 % of monthly salary). So for using 2 GB free usage my credit limit should have around 21000 rs and my salary for this credit limit should be more than 2 Lakh/month which is not possible, at least for me.
