BSNL Inappropriate Service – Deactivate Broadband

I am using the BSNL broadband service.Since a few months there is a great rise in the billing price.So I decided to deactivate the broadband service but to continue with the BSNL phone service without internet. For that purpose I went to the nearest telephone exchange for the same purpose but the executive there did not give me proper response by saying that no other service is available whereas it is actually available in the nearby residences.I tried to even contact the service helpline by phone but no one is answering on the helpline.

I want you to look into the matter and help me to find the solution.
