BSNL – Installation fee taken – No connection

I have applied for BSNL Land Line Connection last year(12/08/2013) and pay 500/- for the installation fee. I am having a receipt as well. Still they are not providing connection to us although they allocated us the phone number(2345011) & in our residency just above flat having BSNL already. When we ask to the BSNL office, they said here only 2 DP and one is in fault states. So we are enable to provide connection to you. Please help me
