Honda CBR – cylinder head issue poor service

I owned a Honda CBR 250R registration no. MH03 BD5036. Some time ago, I visit 21 Honda for periodic servicing (paid service), at that time there technician told me that there was a shim problem and need to be replaced, when i was ask how come he know, he told me that there is noise but I am not able to hear the same. But going as per technician observation, I decided to go with new shim set and get fix the problem. But after replacement, there is a continuous and loud sound from the engine is coming. Therefore during my next visit, I told him to fix it, then he told me that he try to reduce the sound but for complete solution I need to replace the cylinder head.

First of all, is there requirement for shim replacement ? Second, if there is requirement, than why it is not fitted correctly in first time ? Third, the cost of wrong service and an ill motorcycle. Every time i go they ready with some replacement which attract a handsome cost to me and a subsequent wear and tear to my bike resulting in reduced life of vehicle. I am suffering a loss in bike’s economy and ride comfort, also i feel scared while going for a long ride, because of the faulty shim replacement.
