How Vodafone Rejected MNP Request ?

I requested Vodafone to update my details as you can see in the attached mail as I changed my organization form WIPRO TO IBM however the same was requested earlier(2 years back) also by wipro to vodafone on 8thOct2012 at the time of separation where i provided all the required documents but my number(8586XX4932) was not converted to personal however my number was active I came to know about this when I requested vodafone to activate GPRS on my mobile last year they said this is a corporate connection this request should come from your organization. In result suddenly my number get barred without any advance communication and I suffered a lot due to that and later my service get unbarred. I visited to Wipro for the NOC for which Vodafone is asking again and again and Mr. Praveen from Wipro simply refused for the same because as per him they already shared it with Vodafone earlier and it can not be re-issued again. There was some failure happened at Vodafone as you can see in the attached mail they themselves are saying that as per their records they have received the ownership change request on 06/03/2013 from Wipro and due to an inadvertent error the same was not processed. But still they are asking for the NOC which Wipro is ready to reissue as they already shared it with Vodafone , In last I decided to switch over my number to some other service provide using MNP feature and raised I requested for port out (O1-38911278049) from Vodafone to Idea and that request got rejected by Vodafone.

Kindly help me to process my MNP request O1-38911278049 as this is my number and I am only using and paying the bills for this number even after since more than two year after separation from Wipro and Wipro already provided NOC to Vodafone on 06/03/2013 and they not have any objection as this is my number but Vodafone is not co-operation even fault happened at their end due to their technical failure.
