ICICI Bank Chip based Debit Card Not Delivered

As per RBI guidelines, I have received a msg on 19-nov-2013 from ICICI bank ,that i will receive chip based debit card . I requested that very day to ICICI customer service,that I want my card to get delivered at ICICI bank , BTM layout. They told that it will be delivered within 17 working days. Again, I raised the request for the same on 4-dec-2013 & was informed will be delivered within 17 working days as it was not delivered. (Service request number: SR294153437) Again escalated the matter on 27-Dec-2013 to the Supervisor Named SWAPNA through Customer service phone number. Escalation number= SR297833685 She said it will be delivered. Now they are not responding to me & intentionally not attending to my call.

I have lost my balance from my phone every time i called to them , they used to keep me on hold for 40 min that was chargeable. I was frustrated, mental peace was lost. This is an important issue as i do maximum transaction through the card. So,RBI requested the banks to provide chip based debit cards which has greater security than the magnetic one.

I want my chip based debit card at the earliest. They should compensate me by paying me suitable amount for the reason, that i spent talking to their customer service executives & was mentally harassed.
