IRCTC Indian Railways – Refund of Cancelled Ticket

I have booked a ticket through IRCTC website for my uncle to travel from Secunderabad to Tirupati on 25-10-2013. On the date of travel, Train No: 12770 in which the ticket was booked did not originated from its place of origin even after 3hrs. of its actual departure time of 17.40. Since 17.40 hrs, repeatedly announcements were made for every 30 minutes at the station that the train would depart in 30 minutes. But when train did not departed even after 3hrs., i have cancelled the ticket as the very purpose of my uncles visit has become void because of the delayed train. After the cancellation of the ticket, i have filed TDR on the same day for the refund. On 4th November, i have received a mail from IRCTC saying that, refund in my case is not admissable as “TDR was filed beyond the prescribed time limit.” As per the rule, prescribed time limit to file TDR is 2hrs.But on that day repeated announcements were made every 30 min. that the train would depart which did not happened. After 3hrs. of actual departure, i felt no signs of train departing and hence i cancelled the ticket and filed TDR. By the time i cancelled the ticket & filed TDR, the train did not departed yet. I have conveyed the same through my mails to IRCTC on 5th, 8th, 11th & 30th of November. But there was no appropriate response except for automated replies which acknowledges receipt of my mails. As a result of unannounced & sudden change in scheduled departure of train, i could not accomplish my planned tasks next day in Tirupathi. which in turn has resulted in loss of mental peace & happiness alongside of some financial loss.

Want my amount of the ticket to be refunded and suitably compensated for causing me the immense mental strain. An apology for not responding appropriately to my mails.
