IRCTC – not possible to file for refund stipulated time

My mail to care@irctc.co.in On 14th June 2014, vide PNR No. 41 636 191 43, I booked two tickets for my journey on 23rd June 2014, from Kacheguda (KCG) to Bangalore City Junction (SBC) by 127 85 train, 2. The train left KCG on scheduled time of 19.05 hours, but arrived almost one hour late (around 7.30 Hrs) at SBC, on 24th, 3. I was to board TPTY CMNR train at SBC on 24th June at 7.30 hrs., vide PNR No. 42 636 20 880 booked on 14th June 2014, 4. Though I came fast to board this train, by the time I reached the platform, the train was moving and could not board the train, 5. I missed the TPTY CMNR train at SBC, owing to late arrival of 127 85 by ONE HOUR, 6. I contacted the concerned authorities at SBC for an endorsement for refund claim, 7. Since the tickets were booked on line, I was asked to send a mail to you for the refund, 7. You may please refund the FULL FARE to my credit card used for net booking. Their Response: Kindly note that the TDR filing time limit is revised w.e.f. 1/7/2013 upto 2 hours of the actual departure of the train in case of confirmed etickets & within 3 hours of the actual departure of the train in case of RAC or partial WL e-tickets . As the time for filing the TDR for refund has exceeded, we are unable to forward your case to Railways. My comments to their response Pl. note that : 1. When a passenger misses his train, his first an foremost priority will be to board next available train to reach the destination, 2. You have given a time limit of 2 hours for filing refund, which is just IMPRACTICAL, 3. Every passenger will not have access to net while travelling and it is not possible for every passenger to file for refund w/ii your stipulated time of two hours, 4. When I approached concerned railway authorities at Bangalore Rly Stn., I was asked to apply for refund through Net, because I had booked ticket via Net, 4. This time fixing to two hours appears to be a ploy by Indian Railways to cheat the passengers. Based on you reply I intend to move to your higher ups, to Consumer Court and also to Public Grievance dept. for my legally entitled refund.
