Reliance Communications -Port unavailability no connection

applied for new broadband connection with Reliance communications and gave Rs.1500 to the sales associate during the application time.Later on got the information that it is not possible to give connection due to the port unavailability.So raised complaint with reliance customer team for application termination and asked them to refund the amount given to the sale person during application time.But customer people telling that its not possible to refund the amount as the installation charges cant be refunded.

Need Re.1500 rupees to be refunded for not giving the connection.
