Reliance Mobile Connection Disconnected Received Bill

Connection was not working for almost 15 days in month of September for which I called up for disconnection of two land line and broadband connections. Called them on 17th September to register the complaint, but they dint register the complaint till 29th September.(I even paid the money when i didn’t use the connection as it was down) Now that the complaint was registered, phone number :- 07313935xxx (request number 47552180) other number :- 07313935xxx (request number 47552082). I have cleared all the dues for September. Still i am receiving the bill for the month of October. And that too with late fees. They are harassing me.

I need the refund of money paid for the month of September plus penalty for issuing the bill when the connections have been disconnected.
