Reliance Tele – Facing speed issue remain unsolved

I buy Reliance Net connect in Feb-15 by spending 1900/- ( incl 3 months adv rent)Form day 1 i am facing speed issue with my dongle, for that about 4-5 times i called reliance customer care, 5-6 times called Reliance appellate authority, and also marking 5-6 mails to resolve the issue but issue remain unsolved. I observed my dongle internet speed is very much low as I offered 3.1 mbps (i know consumer will got up to 7/8 times less speed as per TRAI norms. but I am getting only 25-35 kbps speed.) For that I called reliance customer care to resolve, they guided me to make some changes with my PC and dongle setting to get the issue shoved, but on every call I didn’t get the solutions. So I assign complain no: 230651732 wit statement there is a network issue which required network team to resolve. I wait another 10 days to solve but on my next call I found my issue will be resolve next 15-20 days. I felt I have to take my complain further so I called appellate authority of Reliance on 1st march 15, they assure me to solve my issue within 48 hrs. But even after 10 days issue not solved, so on 28st of March I mark mail to RCOM Appellate authority. In response of mail again I asked to wait till the issue resolved (no TAT in mail) For clarification on this I again called appellate authority for time line to resolve but they also not provide me any kind of time line and said it’s a network issue which takes time to resolve, I felt like cheated from reliance. Reliance have only one answer “to wait further & further” I also asked reliance to close my connection & refund my Payment but they replied they will not refund my payment as there is no such policy in reliance even if they are not providing service. On dt: 8th may 15 I got a text message on my no(9913733xxx) my complain is closed, I found that they close it without resolution and asked me to wait 90 to 120 days more and also informed to pay rent for the same, How can reliance close any complain without solution & refund?

wants my refund of payment 1900/- including advance rent, and also apology letter for not providing services.
