suzuki access 125 – dealer taken Labour charge more without prior intimation

yesterday ie on 27th i have left my wife’s vehicle suzuki access 125 for service in above mentioned dealer, and briefed my vehicle problem, mean while i asked him to change mudguard of the vehicle which is damaged as the vehicle has fallen down, by that time when i asked service officer what will be the cost of mudguard he said it will cost around Rs.1000, then i said ok and asked him to replace the same. today when i went to collect the vehicle they have charged labor of Rs.955 including the service tax, when i asked him for the breakup of the same, they said Rs.500 + tax has been charged towards replacing the Mudguard of the vehicle. when i questioned this they said that is the standard labor charge which they take from customer, then i asked for the specific chart for labor charge which they have not displayed, this is a clear fraud case, when a customer want to replace any parts one should inform prior to the customer, which has not happened in my case, by this i have borrowed money from my colleague and taken the delivery of the vehicle. they have charged more than 50 % of the Mudguard price,

What i want the excess amount Rs.500 which they have charged for changing my mudguard has to be returned back and more over they should update the customers about the price of the parts and labour charge to avoid last minute hicups, also they should display the chart which indicated the labour charges for particular products .
