Tata Indicom – Non delivery of declared internet speed

I have opted for 2gb, 3g data postpaid data plan of tata photon plus which agreed to provide me speed between 450kbps to 3.1 mbps on internet usage. From the first day of the plan itself i.e. January 10, 2014, the speed was below the minimum specified limit so i complained on their customer care cell. They told me to hold back till 20-1-2014 as their network was being upgraded in my locality. Further, i requested him to discontinue my plan as they were unable to provide the agreed speed. They said that now i have to pay for it for the whole month and it cannot be discontinued.

I want an apology from them. Further, i only want to pay in parity for the services they are actually providing to me. The data plan which i opted will cost me Rs. 450 plus taxes per month.
