Tata Sky – Not changing MPEG4 setop box

I am currently a subscriber of tatasky since last 4 years and the my subscriber id is : 1082176288. And I have called the customer care 3 times for changing the set top box from standar to MPEG4 on the dates : . First time they told me an engineer will come and change the set top box with in 7 days and when i called them second time after 7 days, they said the box will be changed in 2 days. And for the third time on date 2 may 2015 when I called they said i need to pay 500 for changing the set top box, which earlier they were saying will be changed without any charge. I have told them to complaint in conusmer forum for this, and the guy said u can complaint if u want. I have also asked them to tell me complaint numer of my complaint but they didnt told me any.

We want value for money, I should be able to see the channels for which I am paying.
