i given a owner change request for mobile number 9655929xxx with necessary documents to change from my brother name to my name, they accepted everything, still the Request given is pending,also now i migrate this mobile number to GOVT BSNL number it is rejected two times for the reason of owner change request is pending, Vodafone is not completing my request also not allowing me to migrate any network.

i want to change 9655929xxx number to port out from vodafone and to be BSNL – A govt network.
