Depletion of amount 167 form BSNL prepaid account

My BSNL prepaid account had 167 balance. Suddenly the account balance become zero at the day before yesterday(23/04.2013) night although I did n’t activated any service. Until yesterday(24/04/2014) night I was unable to call to anyone not even to the customer care and no call was coming to my number as well, however the validity of the account is until 15th May, 2014. After dialing *123# I found my balance is zero and validity until 15th May, 2014 but when I called to the customer care at number 123, they said the validity has been expired. I got a bit confused and called to customer care yesterday(24/04/2014) night. But it was a most unpleasant experience. I called several times(almost 7-8 times) but they kept saying that call after half an hour/one hour each time and they failed to give me the proper information. I have communicated number of customer care agents and each of them have provided different information. One said a service was activated in my account and that is why amount has been depleted. One said the information is not available but the amount is not refundable. One said he has logged a complain and will look into the issue with highest priority and refund the money back to account within maximum 7 working days. Today(25/04/2014) I applied a top up of Rs./- 20 to the same account but unable to send SMS. Again I called to the customer care and described the whole details to the agent he asked me whether I have launched any complain or not? I provided him the docket number and he said he is unable to see such complain from my number. And started convincing me that the amount has been depleted for the GPRS access although I have recharged my number for 1 GB 3G data and behaved in a very unprofessional way. Now please suggest me what to do next or that is the exact procedure to get back the balance back to my account or the correct information and the account statement for incoming and outgoing Call/SMS/Data which can cause the amount depletion.
