Indian Railway – dealy in Refund of Ticket

Hi , I have filed the TDR through IRCTC.COM, Transaction ID: 0793140387. It took around more than 1.5 months for the TDR status update. Now, they are saying its regretted. None of the passengers have traveled in the train and I filed the TDR. Only 2 tickets got confirmed and 2 tickets in Wait-List under PNR No. 821- 8558158. None of my passengers traveled. Now I got the mail from TDRprocess vide letter no. BCR231113V48456 with reason “Failed to collect TDR/TTE certificate/GC’. When none of my passengers traveled then how could the status of TDR been regretted.Please have a look on Priority. I have raised 2 complaints on http://customercare.indianrailways.gov.in/ and the complaint number is W/CR/PUNE/000026703 and W/CR/PUNE/000027607 but haven’t got any update or refund of my Amount, This has happened on 16-Nov-2013.

I want my refund back with the penalty for the delay of almost 5 months. I want INR 5000 as penalty
