PARTIAL SURRENDER POLICY OF RELIANCE LIFE

I had Put in papers for a artial surrender of policy #10735452 at the local office of reliance insurance in vashi navi mumbai.At that time the manager told me that they will not give the money in my NRE account but on my arguments he called his head office and on confirmation took my papers along with the cancelled cheque from my NRE account. I received a cheque dated 27 jan 2012 on the 28th and realised that I can not deposit the said cheque in the NRE account as it required a source of funds letter from the insurer.I approached the local office and he refused to help saying I told you so .Then I called the call centre they asked me to write a mail to the customer service.I hve sent five emails to them after three mails they responded saying sorry for the delay and instead of giving me the NRE certificate they asked me to get a letter from the bank stating I have made the premium payments from the account i mentioned.After repeated requests and many calls I still await to hear from them.I fail to understand how they do not maintain records of the payment received from the customer and how could they collect those cheques from my NRE account and now refuse to give me the letter.Why did they take the insurance in the first place knowing I am NRE they should have refused the first time itself .Its okay with collecting funds from customer irrespective of records and rules but when it comes to returning the same they want proof of payment and their own receipts are not considered proof.I want to know how I can file a comlaint against Reliance LIfe for deficiency in service at the consumer court I now want to lay a claim for my money given plus make them pay for the harassment met out to my wife by making her run from one end to the other misleading her with wrong information and not giving me my own money.
